With the exception of the above-listed off-leash parks and private property, all dogs must be on a leash in the City of Victoria (enforced by the City of Victoria Animal Control By-law 92-189, and violators are subject to fine).

The following regulations also apply in the off-leash area:

* Dogs must be accompanied and be under the effective control of their attendants
* Dogs (over four months old) must be licensed and wear a tag current for the license year
* Dog excrement (droppings) must be removed immediately by the dog's attendant and disposed of properly in a garbage receptacle
* Dogs must not be tied and left unattended by their attendants
* Female dogs in heat are prohibited
